When to Wrap (or Pan) Pork Belly Burnt Ends
Smoke the cubes unwrapped until the bark is set and deeply colored — about 2–3 hours, roughly 165–175°F internal. Then move them to a pan with butter, sugar and sauce, cover with foil and cook until probe-tender, and finish uncovered for 10–15 minutes to set the glaze.

Why pan instead of wrapping each piece
Burnt ends render a lot of fat. A covered pan holds the butter-sugar-sauce mixture so the cubes braise in it, then the uncovered finish turns that into a sticky glaze.

Can I skip the pan?
You can, but the pan stage is what makes burnt ends tender and glossy. Without it you get smoked pork belly cubes — still good, chewier.
